GACC Announcement on Additional Matters Relating to Implementation of the Regional Comprehensive Economic Partnership Agreement
Announcement [2022] No.129 of the General Administration of Customs of China ("GACC")
Pursuant to the Administrative Measures of the Customs of the People's Republic of China on Origin of Imports and Exports under the Regional Comprehensive Economic Partnership Agreement (GACC Decree No. 255, hereinafter referred to as the "Measures"), announcement is hereby made on the relevant matters as follows:
I . On the basis of the Harmonized Commodity Description and Coding System (Edition 2022) (hereinafter referred to as the "Harmonized System") promulgated by the World Customs Organization, all members of the Regional Comprehensive Economic Partnership Agreement (hereinafter referred to as the "Agreement") have agreed on the conversion of the product description and coding in the rules of specific origin from the Harmonized System (Edition 2012) to the Edition 2022 as well as the format of the certificate of origin. Pursuant to the provisions of Articles 3 and 18 of the Measures, the list of the rules of specific origin for products under the Agreement (see Appendix I) and the format of the certificate of origin (see Appendix II) after the conversion are hereby promulgated with effect from 1 January 2023. Appendix I and Appendix III to the GACC Announcement [2021] No.106 shall cease to be implemented simultaneously.
II . With effect from 2 January 2023, Indonesia shall be added to the list of members stated in Article 2 of the Measures, and the List of Special Goods for Export to Indonesia (see Appendix III) shall be added to the List of Special Goods stated in Article 14 of the Measures. The certificate of origin for goods exported to Indonesia is a self-printable certificate; the relevant matters shall be subject to the GACC Announcement [2019] No. 77.
