海关法规查询系统
为贯彻落实国务院机构改革要求，切实加强海关对水空运进出境运输工具监管，进一步规范进出境运输工具电子数据申报，现就有关事项公告如下：
一、 相关企业应当严格按照《中华人民共和国海关进出境运输工具监管办法》（海关总署令第196号公布，根据海关总署令第240号修改）、《国际航行船舶出入境检验检疫管理办法》（原质检总局令第38号公布，根据原质检总局令第196号、海关总署令第238号、第240号修改）以及本公告关于水空运进出境运输工具申报时限、数据项、填制规范的规定，向海关申报进出境运输工具电子数据。
二、 进境船舶必须在最先抵达的境内口岸指定地点接受检疫，运输工具负责人应当在船舶预计抵达口岸24小时前（航程不足24小时的，在驶离上一口岸时）向海关申报《中华人民共和国海关船舶进境预申报单》电子数据；进境船舶抵达设立海关的地点时，运输工具负责人应当向海关申报《中华人民共和国海关船舶进境申报单》电子数据；船舶出境时，运输工具负责人应当向海关申报《中华人民共和国海关船舶出境申报单》电子数据。
进出境船舶在境内从一个设立海关的地点驶往另一个设立海关的地点的，运输工具负责人应当向驶离地海关申报《中华人民共和国海关船舶出港申报单》电子数据，向目的地海关申报《中华人民共和国海关船舶进港申报单》电子数据。相关申报时限要求和具体数据项填制条件见附件1及附件9。
三、 对于需实施运输工具登临检查的，海关在接收运输工具动态和申报单电子数据后，以电子指令形式向运输工具负责人下达运输工具登临检查通知。运输工具负责人应当根据海关要求，配合海关对运输工具实施检查、检验、检疫；对因前置作业要求等原因，海关需要指定地点（锚地、泊位、机坪、机位等）登临检查的，运输工具负责人应当将运输工具停泊在指定地点。
四、 增加下列水空运进出境运输工具申报数据项
（一）《水运运输工具备案数据项》中增加“水上移动通信业务标识码（MMSI）”、“船载收发信装置SIM卡号码”、“船载收发信装置ID号”申报数据项，填制条件和填制规范见附件2及附件13。
（二）《水运运输工具进境（港）预报动态数据项》《水运运输工具进境（港）确报动态数据项》《水运运输工具抵港动态数据项》《水运运输工具出境（港）预报动态数据项》《水运运输工具出境（港）确报动态数据项》中增加“是否需要中途监管”、“中途监管站”申报数据项，填制条件和填制规范见附件3、附件4、附件5、附件7、附件8及附件13。
（三）《水运运输工具申报单数据项》中增加“是否申请验核船舶吨税执照电子信息”、“船长联系电话”、“船员携带观赏植物数量”、“船员携带宠物数量”申报数据项及航海健康申报、压舱水申报相关申报数据项，填制条件和填制规范见附件9及附件13。
（四）《水运运输工具供退物料申报数据项》中增加“计划供退时间”申报数据项，取消“随附单据页数”、“随附单据种类”、“其他单据页数”申报数据项，填制条件和填制规范见附件10及附件13。
（五）新增《水运运输工具卫生证书申请数据项》，具体数据项填制条件和填制规范见附件11及附件13。
（六）《空运运输工具备案数据项》中航线航空器备案、通用航空器备案增加“客舱座位分布图”申报数据项，填制条件和填制规范见附件14及附件24。
（七）《空运运输工具申报单数据项》中增加“是否有健康异常”、“是否发现病媒生物”、“是否发现外来有害生物”、“是否有有效灭蚊证明”申报数据项，填制条件和填制规范见附件23及附件24。
五、 部分水运进出境运输工具数据项调整如下
（一）《水运运输工具备案数据项》、《水运运输工具进境（港）预报动态数据项》、《水运运输工具进境（港）确报动态数据项》、《水运运输工具抵港动态数据项》、《水运运输工具移泊动态数据项》、《水运运输工具出境（港）预报动态数据项》、《水运运输工具出境（港）确报动态数据项》、《水运运输工具单证申报数据项》、《水运运输工具供退物料申报数据项》、《水运运输工具删改申请数据项》中的“IMO号码”数据项、“船舶IMO编号”数据项统一更名为“船舶编号”数据项。
（二）《水运运输工具备案数据项》中的“船舶建造日期”由“选填项”调整为“必填项”，填制条件和填制规范见附件2及附件13。
（三）《水运运输工具供退物料申报数据项》中的“实际数量”由“必填项”调整为“选填项”，填制条件和填制规范见附件10及附件13。
六、 海关总署公告2017年第56号、2018年第93号中关于水空运运输工具申报时限、数据项、填制规范与本公告不一致的，以本公告为准。
本公告自2018年11月15日起施行。
