为加强对进出境和境内承运海关监管货物的水运、空运运输工具的实际监管，便利运输工具及其所载货物、物品进出境，海关总署制定了水运运输工具传输数据项和空运运输工具传输数据项（具体数据项见附件1-20），现予以公布，自2009年1月1日起施行。
